What is the population you will study?  Be as specific as possible.

What are the variables you will measure?  If you will be surveying people, what is the exact wording of the questions you will ask?  If you will be taking direct measurements of something, exactly how will you do it?

Which of the variables will give you quantitative data you can average?  Which will give you qualitative data from which you can compute a percentage?

Exactly how will you collect the data?  Where?  When?

What do you expect the outcome will be?  What do you think it will prove?
